California's Mental Health Services Act (MHSA) - Prop. 63

In November 2004, California voters approved Proposition 63, establishing the Mental Health Services Act (MHSA). The intent of the Act is to expand services and transform the public mental health system across the state.

The Prevention and Early Intervention (PEI) component of MHSA emphasizes prevention and early intervention services and supports as key strategies to transform California's mental health system in order to help prevent the development of serious emotional/behavioral disorders and mental illness.

PEI presents an immediate and on-going opportunity for education and mental health to expand their interagency collaboration to provide mental health services to students.

The Sacramento Countywide Bullying Prevention Project

In 2009, the Sacramento County Student Mental Health and Wellness (SMHW) Collaborative developed from a partnership between the Sacramento County Department of Health and Human Services, Division of Behavioral Health Services, (DBHS) and the Sacramento County Office of Education (SCOE). The Collaborative includes mental health professionals, educators, youth, parents/caregivers and other system partners collaborating to develop a common vision and desired results for the role of schools in creating a comprehensive countywide system of prevention and early intervention to promote the mental health and academic success of children from birth to high school completion.

The Student Mental Health and Wellness Plan PDF (668k PDF file) is the result of the Collaborative partners' work to develop a plan for promoting student mental health through school-based programs and strategies. The SMHW Plan consists of Goals, Strategies and Key Activities in the four content areas of (1) Systems and Policy Development, (2) Education and Training, (3) Comprehensive Continuum of School-Based Approaches and (4) Technical Assistance. The plan was also informed by the Sacramento County PEI planning process and the Student Mental Health Initiative.

This initial project of the countywide Student Mental Health and Wellness Plan allows school districts in Sacramento County to focus on a school-based bullying prevention program and establish the infrastructure that will support expansion of bullying prevention efforts throughout the district including future implementation of additional strategies that promote student mental health and provide early interventions for students and families who need them.
